October 2023: The State Council issued Opinions on Promoting High-Quality Development in Inner Mongolia and Strive to Write a New Chapter of Chinese-Style Modernization. The document focuses on advantageous areas such as new energy, rare earth new materials, coal-based new materials, graphene, hydrogen energy, biopharmaceuticals, biobreeding, and animal husbandry, planning the construction of national-level innovation platforms.

December 2023: The Ministry of Industry and Information Technology (MIIT) announced the release of the Guiding Catalogue for the First Batch Application Demonstration of Key New Materials (2024 Edition). Six graphene materials were selected as frontier new materials: graphene thermal materials, graphene electrothermal films prepared by coating methods, graphene thermally conductive composite materials, graphene-modified foamed materials, graphene-modified lubricating materials, and graphene explosion-proof electric heating materials.

December 2023: The National Development and Reform Commission (NDRC) released the Guiding Catalogue for Industrial Structural Adjustment (2024 Edition). The catalogue is composed of three categories: encouraged, restricted, and eliminated. The policy orientation is to promote the high-end, intelligent, and green development of the manufacturing industry, consolidate the leading position of advantageous industries, accelerate the filling of gaps in areas related to safety development, and build a new high-quality and efficient service system. Graphene materials are included in the encouraged category.

January 2024: The National Development and Reform Commission and Hebei Province issued Opinions on Promoting the Construction of Xiong'an New Area as a Model of Green Development. The document emphasizes the development of the next-generation information technology industry, modern life sciences and biotechnology industry, new materials industry, modern service industry, energy conservation and environmental protection industry, and green ecological agriculture, aiming to create a high-end green and low-carbon industrial cluster with national competitiveness.

January 2024: Seven departments including the Ministry of Industry and Information Technology issued Implementation Opinions on Promoting the Innovation and Development of Future Industries. The document promotes the upgrading of advanced basic materials such as non-ferrous metals, chemicals, and inorganic non-metal materials, develops key strategic materials such as high-performance carbon fibers and advanced semiconductors, and accelerates the innovative application of frontier new materials such as superconducting materials.

April 2024: The Ministry of Industry and Information Technology and the Ministry of Commerce issued a Notice on Conducting the 2024 Textile and Garment Excellent Supply and Upgrading Activities. The document promotes the research, development, and promotion of new materials, new technologies, and new products, expands the application fields of terminal products, and consolidates and enhances the leading position of the textile and garment industry.

April 2024: Five departments including the Ministry of Housing and Urban-Rural Development issued Guiding Opinions on Strengthening the Management of Rural House Construction. The document advocates for the application of new structures, new materials, new technologies, and green and low-carbon technologies based on local conditions, accelerating the construction of supporting facilities such as toilets, water, electricity, gas, roads, and communications in rural areas, and continuously improving the functions of rural houses to meet the needs of modern production and life for villagers.
