The "Beijing Graphene Industry Development Implementation Plan (2024-2027)" recently released by the Beijing Municipal Bureau of Economic and Information Technology proposed that Beijing will give full play to its graphene innovation advantages, achieve high-quality and stable production of general graphene materials and new graphene materials, and create an independent, controllable, safe and reliable industrial chain and supply chain. Beijing, Tianjin and Hebei will work together to build a "Carbon Valley" to form a new industrial development pattern with complementary advantages, staggered development, mutual benefit and win-win.

By next year, the innovation ability will be significantly enhanced

Graphene, which is only 0.335 nanometers thick, has super thermal and electrical conductivity, is as light as a feather, but is 100 times stronger than steel. But how to stably produce higher quality and lower cost graphene? How can its magical properties empower thousands of industries? These questions need to be answered by relay innovation.

To this end, the city will lay out the graphene technology research and development and industrialization roadmap in accordance with the principle of "sequential deployment and rolling implementation", and reserve a number of cutting-edge technologies such as single-crystal graphene wafers and graphene biochips for the next generation of semiconductors, new generation information communications, biomedicine and other industries; for hydrogen energy, artificial intelligence perception, large-scale integrated circuits and other fields, a number of key technologies such as graphene smart sensors and graphene catalysts will be deployed; for new energy vehicles, aerospace, wind power generation, high-end equipment and other directions, breakthroughs will be made in mass production technologies such as graphene composite materials and graphene flexible heating materials.

According to the stage goals set in this plan, by 2025, Beijing's graphene innovation capabilities will be significantly enhanced, breakthroughs will be made in 5 to 10 key common technologies, and no less than 10 typical products will be developed for the fields of aerospace, new energy, and artificial intelligence, more than 30 high-quality patents and 10 standards will be formed, and more than 5 leading enterprises in subdivided fields will be introduced and cultivated; by 2027, a total of more than 50 high-quality patents will be formed, the industrial standard system will be further improved, and the industrial level will be significantly improved.

Fangshan, Haidian and Huairou build the "Olein Triangle"

Haidian focuses on innovation leadership in graphene concept verification, product design, pilot verification, special applications, etc., Fangshan focuses on the cultivation of graphene powder preparation and application industry clusters, and Huairou focuses on graphene film preparation, application and equipment instrument manufacturing - from the existing industrial foundation and regional characteristics of Beijing, these three districts are building the "Olein Triangle" for the development of the graphene industry.

At present, Fangshan District uses the existing land space of Zhongguancun Fangshan Park to support the construction of the first phase of the 15,600 square meters pilot incubation base, combined with the 78,000 square meters of new material industry standardized factory space under construction, to jointly promote the formation of a characteristic industrial cluster in Fangshan with new materials industry represented by graphene. Among them, the pilot incubation base integrates free physical space, equipment sharing, technical services, fund investment and other functions, helping the base to incubate 2 enterprises above the designated size, 1 national-level specialized and new "little giant" enterprise, and 2 municipal-level specialized and new enterprises in 3 years, and initially builds an industrial construction system with benign interaction between general common technology breakthroughs and leading industry incubation.

The city will support Fangshan District to build a graphene-themed industrial cluster, improve the level of services for small and medium-sized enterprises and investment attraction in the industrial chain, and become the radiation center of the graphene industry in Beijing, Tianjin and Hebei. Haidian District will build a highland for the research and development of graphene cutting-edge technologies and key common technologies, and become a graphene science and technology innovation center with international influence; Huairou District will rely on the construction of Huairou Science City to develop and manufacture high-end graphene instruments and equipment, and build an international cooperation community for graphene.

Looking at Beijing, Tianjin and Hebei, the three places will also jointly build an advanced carbon material industry cluster and create a "Beijing-Tianjin-Hebei Carbon Valley". The plan proposes that, relying on Beijing's advantages in the concentration of innovative resources, support Shijiazhuang and Langfang in Hebei to deploy key projects such as graphene powder and carbon fiber composite materials, and support Baodi and Dongli in Tianjin to deploy key projects such as graphene lubricating materials, ceramic materials, and bulletproof armor materials. In this way, the three places are expected to form a new industrial development pattern with complementary advantages, staggered development, and mutual benefit and win-win results.

Where will graphene be used?

The relevant person in charge of the Municipal Bureau of Economics and Information Technology explained that the city will expand the application scenarios of graphene for national key engineering construction, industrial fields and people's livelihood fields, focus on cultivating and expanding the application scale of graphene products in industrial and people's livelihood fields, and expand the demonstration scenarios of graphene in aerospace, artificial intelligence and scientific instruments.

For example, support the promotion of application technology research of materials such as monene materials, monene carbon fiber materials, monene alloy materials in the fields of aircraft, aerospace vehicles, equipment protection, etc.; support the application technology research of graphene flexible heating materials, graphene resin composite materials, and graphene lubricating materials for new energy vehicles, subways, and high-speed railways; encourage the application research of graphene high-sensitivity sensors, graphene biochips, and monene alloy materials in the fields of electronic information and artificial intelligence...

Innovation and development require ecology. The city will also support the leading scientific and technological innovation institutions in Beijing to establish a national innovation platform, integrate the innovative resources in the field of graphene in Beijing, and create a new graphene R&D institution with international influence; support the city-level manufacturing innovation center and other institutions with outstanding pilot capacity to build a national pilot platform integrating pilot R&D, pilot manufacturing, and pilot verification around the downstream application scenarios of graphene, and promote the transformation of graphene scientific and technological achievements; support the construction of a national graphene industry inspection and testing center in Beijing to provide testing and certification services for graphene materials.

According to the plan, by 2025, Beijing's graphene and related products will form an industrial scale of 5 billion; by 2027, two characteristic industrial clusters will be built, and graphene and related products will form an industrial scale of 10 billion; by the end of the "15th Five-Year Plan", graphene and related products will form an industrial scale of 30 billion.
